All measuring instruments used for financial settlement in trade and industry – for example, scales, fuel dispensers, and water meters – are subject to supervision.
Before a taximeter can be put into use, its installation in the vehicle must be inspected and approved by the Norwegian Metrology Service, or the licence holder must be able to document that an installation inspection has been requested from the Norwegian Metrology Service, including the placement of seals and the identification mark.
In addition to installation and follow-up inspections, the Norwegian Metrology Service conducts random inspections and inspections based on risk assessments. During these inspections we check whether the taximeter meets the accuracy requirements and other requirements set out in the Regulation on Requirements for Taximeters.
It is the user who is responsible for ensuring that the taximeter complies with the applicable requirements. If there is reason to believe that the requirements are no longer met, the user must immediately identify and correct any faults or defects. If the fault cannot be corrected, the taximeter must be taken out of service.
For pre-announced inspections to be carried out efficiently, the following must be in place when the Norwegian Metrology Service conducts an inspection:

As part of the inspection, the Norwegian Metrology Service may check that the taximeter’s distance measurement is within tolerance.
Any natural or legal person who designs or manufactures measuring instruments, or who has measuring instruments designed and manufactured under their name or trademark, for the purpose of marketing or using them for their own purposes.
The manufacturer is responsible, when the taximeter is sold, for ensuring that:
Any person who makes a measuring instrument available for distribution to the end-user or for own use, either for payment or free of charge.
Suppliers of taximeters are responsible for ensuring that:
The licence holder is normally considered the user of a taximeter. If no licence is used (for example in patient transport), the person responsible for ensuring that the measurement is carried out is considered the user.
Users of taximeters are responsible for ensuring that:
Only taximeters with a valid conformity assessment are put into use
The installation of the taximeter in the vehicle is approved by the Norwegian Metrology Service, or that installation inspection has been requested from the Norwegian Metrology Service before the taximeter is put into use
Taximeters, when in use, comply at all times with the requirements in the regulations
Are you an installer, service company or similar?
Anyone who repairs, maintains or otherwise works on a measuring instrument must have the necessary competence. They must also notify the Norwegian Metrology Service that the instrument requires follow-up inspection and new approval in the following cases:
A taximeter must be installed in accordance with the manufacturer’s instructions. The power supply must be secured so that it cannot be disconnected without leaving traces. If the installation is incorrectly performed, it will not be approved by the Norwegian Metrology Service.
The installer normally has no independent obligations during installation. However, anyone who repairs, maintains or performs similar work on measuring instruments – including taximeters – must have the necessary knowledge to perform the work. The Norwegian Metrology Service may supervise this competence and may issue clarifications or orders, or impose requirements for internal control if deemed necessary or appropriate.
Requirements for additional devices
It is also important to be aware of requirements for additional devices. A taximeter must be able to connect to the following devices:
The functions of these devices may be fully or partly integrated into the taximeter. If they are not installed or do not function correctly, it must be possible, through a secured setting, to automatically prevent operation of the taximeter.
In short: if the vehicle is to use additional devices, they must be connected to the taximeter.
Other national requirements
Changes to software that affect metrological properties, and changes to the calibration factor, must be stored in the taximeter for two years. Changes to the calibration factor must be recorded with date and time.
When a taximeter is installed, its power supply connection must be secured so that disconnection is not possible without leaving traces. All physical seals used on taximeters must have a unique identification mark.
