Wheel loader scales

The Norwegian Metrology Service supervises wheel loader scales in use and charges a fee for this supervision. The regulations set certain requirements for you as a user of a wheel loader scale:

  • A scale mounted on a wheel loader and used for financial settlement is subject to requirements established under the Act relating to Units of Measurement, Measurement and Normal Time.
  • The user is obliged to assist so that the supervision can be carried out, including by providing information on the location of the wheel loader scales.
  • The user is responsible for ensuring that the measuring instrument meets all requirements in the applicable regulations. If there is reason to believe that the scale no longer meets these requirements, the user must immediately identify and correct the problem, or cease using the scale. If a seal is broken, the measuring instrument cannot be used until the seal break has been reported to the Norwegian Metrology Service.

If the Norwegian Metrology Service finds that the scale does not meet the requirements of the regulations, this will result in a non-compliance fee.

Requirement for conformity assessment upon sale

A scale mounted on a wheel loader must undergo conformity assessment (initial verification) before being used for financial settlement. The manufacturer of the scale, or its authorised representative, is responsible for ensuring that a scale sold for use in financial settlement is conformity assessed.

Obligations of the manufacturer or its authorised representative

The manufacturer, or its authorised representative, must be aware of their obligations so that measuring instruments sold are conformity assessed before being put into use for financial settlement.

Weighbridges

Weighbridges and wheel loader scales are exposed daily to rough treatment in environments that subject them to factors that may affect measurements. Therefore, those who use the scale daily should establish a routine/checklist.

  • Ensure that there is clearance between the foundation and the weighing platform. If dirt, gravel, ice or other objects are stuck in between, this can cause measurement errors.
  • Check that the scale is zeroed before starting use.
  • Ensure that lorry drivers do not brake abruptly or accelerate sharply on the weighing platform.

General tips:

  • Regular checks and maintenance extend the life of the equipment. This also provides a better basis for ordering necessary service in time before something breaks. This will in turn reduce downtime.
  • All equipment must have correct marking, and the CE marking must be legible.
  • The declaration of conformity/documentation for the equipment in use must be readily available during an inspection. A declaration of conformity is a confirmation from the manufacturer that the measuring instrument complies with the legal requirements based on completed tests and technical examinations.

Which measuring instruments are subject to surveillance?


All measuring instruments used for financial settlement in trade and industry – for example, scales, fuel dispensers, and water meters – are subject to supervision.

Does surveillance involve costs?


Many of the Norwegian Metrology Service’s supervision areas are financed via annual fees paid by the relevant industry. Other actors will receive an invoice after supervision. You can find pricing information here.

How are summons, decisions and receipts from the Norwegian Metrology Service sent?


In connection with supervision of measuring instruments, the Norwegian Metrology Service sends summons, decisions and receipts digitally via Altinn. This follows from the Digitalisation Circular (Digitaliseringsrundskrivet), which requires businesses to receive digital correspondence from public authorities.

How do I find correspondence from the Norwegian Metrology Service in Altinn?
  1. Select the correct enterprise/profile when logging in to Altinn, in the top right corner.
  2. Check that you have the role “Post/Archive” for the enterprise you represent.
  3. Look in folders such as “Archived” and “Deleted messages” – the correspondence may have been moved.
  4. If you still cannot find the correspondence, contact Altinn user service:

How to find letters sent before 2025 in Altinn

If you cannot find letters from the Norwegian Metrology Service (Justervesenet) that were sent before 2025, they may be located in the “old Altinn”.

Altinn user support informs us that the documents should be available to users with the correct access rights.
