All measuring instruments used for financial settlement in trade and industry – for example, scales, fuel dispensers, and water meters – are subject to supervision.
The Norwegian Metrology Service (Justervesenet) inspects flow meters and volume measures (tanks/containers) used in commercial transactions. These instruments must undergo conformity assessment. Typical meters include fuel dispensers, meters on tank trucks and filling stations for tank trucks, meters used in the chemical industry, and large petroleum meters, as well as milk and beer meters. During an inspection, Justervesenet normally checks the accuracy of the meters and evaluates the results against the tolerances defined in the regulations.
To ensure that a meter performs satisfactorily under normal operating conditions, it is tested when installed at its point of use and with the same medium it measures during normal operation. It is therefore important that conditions are prepared to allow inspection at the time of installation. The maximum permissible error during inspection is, for most meters, less than or equal to ±0.5%. The repeatability requirement is less than or equal to 0.2%.
The Norwegian Metrology Service has two specially built volume trucks. These trucks function as mobile units for verification of large fuel meters, tank trucks, and storage tank facilities. This allows us to inspect tank filling facilities efficiently and with minimal disruption for the user.
A litre is a permitted unit and corresponds to 1 cubic decimetre. Volume is derived from length, but when it comes to liquid measurement, traceability is ensured by weighing the liquid and converting it to volume using temperature-corrected density.
